The following items are missing in the manual:
    1. The manual does not mention that IPv4 forwarding needs to be enabled for the routing part. You need to enable this properly. Dynamically you can do that in the /proc/sys file system, but there is also a way to set the value statically in a config file that is read in by the kernel during boot time.
   2.  /etc/networking should be /etc/network
